The General Administration of Customs recently introduced ten measures to stabilize and improve the quality of foreign trade while strengthening inbound epidemic prevention at ports and fulfilling pandemic control responsibilities.

I

Ensure the smooth circulation of industrial and supply chains in key regions. Expand the "joint unloading" supervision model from ocean-going vessels to Yangtze River inland waterway vessels to alleviate the insufficient unloading and transport capacity at ports, terminals, and road networks in Shanghai and surrounding areas; diligently carry out the expanded pilot program for integrated control and inspection of high-tech goods such as vacuum-packed products, and accelerate customs clearance at ports for critical materials needed to maintain the operation of industrial chains for electronic information enterprises in the Yangtze River Delta region.

II

Accelerate customs clearance for urgently needed goods. Deepen the pilot programs of "direct pickup alongside vessel" for imports and "direct loading upon arrival at port" for exports at eligible ports, optimize workflows, and further improve clearance efficiency.

III

Enhance inbound and outbound logistics efficiency. Actively support enterprises in carrying out railway "express customs clearance" services to improve the facilitation of domestic railway logistics. Vigorously promote the customs international cooperation concept of "Smart Customs, Smart Borders, Smart Connectivity." Continue to pragmatically advance consultations and implementation of "Customs-Railway Express" cooperation with other willing countries, enhancing the facilitation level of cross-border transport for China-Europe Railway Express. Further optimize the customs supervision model for waterway logistics in key regions such as the Yangtze River Delta, support expanding the pilot scope of models like "departure confirmation," and continuously improve waterway logistics efficiency.

IV

Ensure smooth inbound and outbound mail routes. To clear the backlog of inbound and outbound mail affected by the pandemic, temporary mail routes will be opened upon application by postal companies to meet domestic and international mailing needs.

V

Improve the fast-track channel for COVID-19 vaccines and test kits. Under the premise of controllable risks, optimize entry and exit facilitation measures for COVID-19 vaccines and test kits, accelerate their approval processes, and ensure rapid customs clearance for these products.

VI

Actively implement tax and fee reduction measures. Facilitate the smooth enjoyment of tariff preferences for goods exported by Chinese enterprises to RCEP member countries, collect and resolve specific issues affecting enterprises' benefit utilization, and fully deliver the policy dividends of RCEP.

VII

Ensure effective supply of imported and exported agricultural and food products. Accelerate the registration/filing of import and export food production enterprises. Promote quarantine access for high-quality agricultural and food products. Support the introduction of superior animal and plant germplasm resources. Replicate and promote quarantine supervision measures for imported animal- and plant-derived biological materials. Optimize the requirements and models for import and export commodity inspection and supervision. Establish a green channel for the inspection of imported and exported fresh and perishable agricultural and food products. Ensure the safe supply of agricultural and food products to Hong Kong and Macao.

VIII

Support micro, small and medium-sized enterprises in conducting market procurement trade. Simplify and optimize the applicable conditions for the supervision of small-scale and low-volume market procurement trade, expand the scope of automatic document review and rapid issuance of electronic records for the export inspection and quarantine of small-scale and low-volume goods, and promote the healthy development of market procurement trade.

IX

Ninth, promote paperless customs clearance for import tariff-rate quotas. In collaboration with the National Development and Reform Commission and the Ministry of Commerce, we will accelerate the development of an online verification system for tariff-rate quotas. By leveraging the International Trade "Single Window," we will enhance inter-departmental information sharing and business coordination, enabling online quota applications, automatic verification and write-off, and paperless customs clearance.

Ten

Strengthen statistical monitoring, analysis, and data services. We will continuously track changes in the trade shares of major global economies and the scale and flow of key commodities in global trade. We will actively conduct import and export analyses for micro, small, and medium-sized enterprises (MSMEs) as well as specialized and sophisticated enterprises, providing data support to help them explore markets. We will enhance the performance of the online customs statistics query system and continuously innovate digital statistical services for the public. We will also strengthen the release and interpretation of import and export data, providing effective guidance to support stable growth and high-quality development in foreign trade.

The General Administration of Customs requires all customs offices nationwide to conduct in-depth research and continuously analyze the challenges currently facing foreign trade development. Based on the actual conditions of each customs district and the prominent issues raised by local governments and enterprises, they should study and refine specific measures to do everything possible to stabilize the fundamentals of foreign trade and foreign investment.
