1. Opening Time
 

Opening Time refers to the earliest time an empty container can be picked up. After the shipper books space, the shipping line issues a Shipping Order (S/O) detailing all key dates so the shipper can arrange container pickup and loading. If the opening time has not yet been reached, the empty container cannot be collected from the terminal or the location designated by the shipping line.

2. SI Cut-off Time
 

SI Cut-off Time, also known as the document cut-off time, is the latest deadline for the shipper to submit the required information for bill of lading preparation to the shipping line. In other words, it is the final time the shipping line allows changes to the bill of lading format. Before this deadline, the format and details can be revised multiple times; after it, any amendments will incur amendment fees. There is no standard cut-off time—it varies by shipping line, with some setting it on the sailing date and others within one week after departure. If you are unable to submit the bill of lading instructions to the shipping line by this deadline, you can apply for an SI Late Come, i.e., request an extension of the SI cut-off time. Generally, the shipping line will grant the shipper a few extra hours.

S/I CLOSING is a specific requirement for U.S. trade lanes, differing from other shipping routes. The freight forwarder must submit cargo details to the carrier at least 48 hours before vessel departure. The cut-off time includes the terminal gate-in cut-off for laden containers and the cut-off for customs release.
A. 
Closing Time refers to the latest time the terminal accepts laden containers (i.e., the latest return time after loading). This means that after this deadline, the shipping line will no longer accept containers for that particular voyage. Laden containers cannot be delivered to the terminal, nor can they be loaded onto the vessel.
B. Customs Release Cut-off is the latest time the shipping line accepts the customs release slip (usually within six hours after the laden container cut-off, serving as a buffer). The cargo must complete customs declaration and release procedures before this deadline, and the customs release slip must be submitted to the shipping line. After this time, the shipping line will not accept the release slip for that voyage, and the cargo will not be loaded.
1) The release slip is a clearance certificate issued by customs. If the customs release slip is submitted after this deadline, the shipping line will consider the cargo as not having cleared customs and will not allow it to be loaded. Even if the laden container has already been returned to the terminal, it can only be deferred to the next voyage. This will, of course, incur significant costs, including amendment fees, yard storage charges, and documentation fees.
 
 
2) If the cargo is declared on the same day as the customs cut-off, the inspection rate is very high. Experienced freight forwarders usually advise shippers to postpone the declaration to the next vessel in such cases. Otherwise, disputes over inspection fees, vessel name change fees, and container storage and rental charges will inevitably drag on.
3) If you are unable to meet the cut-off time, you can apply to the shipping line in advance for CY Late Come, and they may allow the laden container to be returned a few hours late. However, sometimes the shipping line does not grant an extension to the shipper. 4. Customs Release Note Cut-off Time

The terminal usually starts sorting through the dock receipts that have cleared customs a few hours before vessel departure to prepare for loading. This cut-off time is also the customs closing time.

It’s like taking a train: the container gate-in cut-off is like the deadline for ticket inspection and entering the station, while the release note cut-off is like the conductor’s final call for passengers to board. If you miss it, you’ll have to wait for the next train.
