Tanzania PVOC Certification (Certificate of Conformity – Pre-Shipment Inspection)

Tanzania PVOC Certification (Certificate of Conformity – Pre-Shipment Inspection)
According to the latest updates from Tanzania, the country will implement the Certificate of Conformity (COC, a pre-shipment inspection) starting February 1, 2012. All products listed in Tanzania’s regulated product catalogue must apply for a COC before shipment; otherwise, they cannot be cleared at the destination port. Unlike the previous Tanzania pre-shipment inspection, the Tanzania COC must be applied for before shipment. Once the goods have departed, a COC cannot be obtained retroactively. Additionally, the Tanzania COC requires the submission of product test reports and other documents for a preliminary document review. Only after the review is approved can the pre-shipment inspection be arranged and the COC certificate issued.
All regulated products covered under the PVOC program must undergo inspection. Products must comply with Tanzania national standards and other recognized standards, based on which a Certificate of Conformity (COC) is issued.
The Certificate of Conformity (COC) is an essential document to ensure smooth customs clearance of goods. This certificate proves that the products comply with relevant Tanzanian technical regulations and national, regional, and international standards. Failure to submit a COC issued by an inspection body may result in customs clearance delays, fines, or even the return of goods to the exporting country.

I. Do Exported Products Need PVOC Certification?
1) Ensure imported products comply with local laws, regulations, and relevant technical standards.
2) Restrict the import of non-compliant, counterfeit, and substandard products into Tanzania.
3) Enhance the market competitiveness of products that meet standards.
4) Protect domestic consumers, manufacturers, the environment, and public safety from the hazards of inferior products.
5) Facilitate customs clearance. SGS is directly authorized by the Tanzania Bureau of Standards (TBS) to handle Tanzania COC certificates, assisting exporters to Tanzania by conducting pre-shipment inspections and issuing COC certificates.

1) Toys and Sports Equipment
2) Electrical and Electronic Equipment
3) Automobiles
4) Chemical Products
5) Mechanical Materials and Gas Appliances

II. Choosing the Tanzania PVOC Inspection Method
Three Routes for Tanzania PVOC Certification (as illustrated):

Route A – Testing and Inspection Certification:
Route A requires both product testing and on-site inspection for shipped products to verify compliance with relevant standards, key requirements, or manufacturer specifications (applicable to all products exported by traders or manufacturers, and trading parties).
Route A Certification Procedure:
a. Exporter submits a Request for Certification (RFC) application form.
b. Review of the certification application form/certification documents.
c. Inspector conducts on-site inspection and performs bulk sample testing.
d. Issuance of the final Certificate of Conformity (CoC).
Route B – Product Registration and Inspection Certification:
Route B involves product registration by the PVoC Country Office, offering a fast-track certification process for products with reasonable and consistent quality (this route is particularly recommended for suppliers frequently exporting similar goods).
Route B Product Registration Certification Procedure:
a. Product Registration
The exporter submits a product registration application form to the PVoC Country Office for review of registration application materials.
b. Certification Procedure for Registered Products
Submit a Request for Certification (RFC) form. Inspector conducts on-site inspection, performs random bulk sample testing, and issues the final Certificate of Conformity (CoC).
Route C – Product Licensing:
Route C involves the PVoC Country Office reviewing the product's manufacturing process and licensing the product (applicable only to manufacturers who can demonstrate the implementation of a quality management system in their production processes).

Kenya PVOC Certification – (Certificate of Conformity – Pre-Shipment Inspection)
Kenya COC certification, also known as PVOC certification, is a mandatory certificate for exports to Kenya. Without it, goods cannot be cleared through local customs. The COC certification requires full-container loading supervision. Once the factory has finished producing the goods, the shipping container is arranged to be on-site, where an inspector conducts an on-site inspection, supervises the loading of the goods into the container, and finally affixes a seal to the container.
Côte d'Ivoire COC / VOC / PVOC Certification (Certificate of Conformity – Pre-Shipment Inspection)
Starting from July 16, 2018, the COC policy (Certificate of Conformity) will be officially implemented. The Ivory Coast COC certification is often also referred to as VOC certification or PVOC certification. In fact, these are all product conformity certifications and represent the same certificate as the COC, just with different names. Products listed in the Ivory Coast import control catalog must be accompanied by a Certificate of Conformity (COC) during customs clearance; otherwise, they will face heavy fines from local customs!
