Ghana - Electronic Cargo Tracking Note (Ghana - CTN)

      The Ghanaian government has officially introduced a new regulation. Effective from July 1, 2018 (based on the bill of lading date), every shipment must have a CTN certificate processed at the port of loading. For customs clearance at the destination port, an officially approved CTN certificate must be provided, and the CTN number must appear on the manifest and bill of lading. Otherwise, the cargo will not be able to clear customs normally at the destination port and may even face high fines or the risk of cargo confiscation.

      CTN is the abbreviation for Cargo Tracking Note. It is also known as a Carrier Certificate and is an official maritime document containing information about the cargo and its movement between ports.

Important Notes:

1、The Ghana CTN application must be completed within seven days from submission to issuance.

2、The Ghana CTN must be processed at the port of loading. All cargo exported by sea to Ghana (CONTAINER, RORO, BULK, LCL, etc.) must obtain an approved and effective CTN certificate at the port of loading.

3、The Ghana CTN certificate is issued as a PDF electronic version; there is no paper certificate. Once the original document is approved, it cannot be changed.

4、The Ghana CTN authorities require that the CTN number be displayed on both the bill of lading and the manifest.

5、The certificate must be processed and effective before the cargo arrives at the port; otherwise, it may result in customs clearance failure or fines.

Specific Application Process for Ghana CTN Certificate:

Application Documents

1、CTN Application Form

2、Export Customs Declaration

3、Scanned copy of the stamped packing list and invoice for destination customs clearance (the invoice must show FOB value, freight, insurance, and trade terms)

4、Original Bill of Lading or carrier-format Bill of Lading (the carrier-format B/L must include the exact SHIPPED ON BOARD date; if the vessel has not yet sailed, please show or provide the ETD)

5、Freight Invoice

Application Process

1、Submit the application documents;

2、Apply for the Ghana CTN certificate;

3、Receive the CTN number;

4、Submit the scanned copy of the original Bill of Lading (must be provided within 4 working days once the CTN number is generated);

5、Receive the original Ghana CTN certificate.
