Equatorial Guinea ECTN Regulatory Requirements:
-
\t
- According to Equatorial Guinea customs regulations, all cargo shipped to Equatorial Guinea must be accompanied by an ECTN certificate. \t
- 1. The ECTN certificate must be validated at least five days prior to the vessel's arrival. \t
- 2. Cargo without an ECTN or with false information on the ECTN will be subject to double the certificate fee plus regulatory charges determined by Equatorial Guinea's national port officials.

Specific Application Process for Equatorial Guinea ECTN/FESO Certificate:
Required Documents
1. Completed ECTN APPLICATION FORM
2. Scanned copy of the Export Customs Declaration (a compliant customs pre-entry slip is also acceptable)
3. Packing List and Commercial Invoice for destination customs clearance (must show FOB value, freight, insurance (if CIF terms), and trade terms)
4. Scanned copy of the Original Bill of Lading (if you need the ECTN number allocated first, you may initially provide a carrier-format Bill of Lading with the accurate SHIPPED ON BOARD date)
Application Procedure
1. Send the required application documents to our company as outlined above.
2. Upon receiving your application documents, we will calculate the cost for this ECTN based on the information provided. After confirming the payment method with you, we will issue a fee breakdown for your payment arrangement. Please provide the payment slip once the transfer is made for our verification.
3. Our operations team will review the documents you provided and guide you on revising any non-compliant files. Once the documents are correct, we will prepare an ECTN DRAFT for your confirmation based on the information supplied.
4. After the draft is confirmed, we will apply for the ECTN number allocation as per your request. Once an ECTN number is allocated, the process must be completed within 4 calendar days; otherwise, the ECTN will be cancelled, and the fee is non-refundable. Please be aware that once an ECTN number is allocated, any changes to the information, except for the issuance date, will incur amendment fees.
We recommend that you first verify the ECTN information. Once all details are confirmed as correct, request the ECTN number allocation based on the timing of when the original Bill of Lading can be issued, allowing completion of the ECTN application and approval within the 4-day window.
5. After receiving the original Bill of Lading, we will upload it to the system and submit it to the destination approval authority for review and validation. The normal processing time for the destination approval authority is 2-3 working days.
6. Once the ECTN is approved, we will send the validated original ECTN certificate to you via email. You can then forward it to the consignee for customs clearance at the destination. The ECTN is an electronic cargo tracking note; the original document is in PDF electronic format; there is no paper certificate.
Regarding Payment and Invoicing
For both domestic and international clients, payment can be made directly in RMB. For foreign currency telegraphic transfers, our company will need to charge additional foreign exchange handling fees and intermediary bank charges.
