Mozambique – Electronic Cargo Tracking Note (BSCE/ECTN)

The Mozambique ECTN is also known as the Mozambique BESC. ECTN stands for Electronic Cargo Tracking Note, and BESC is the French abbreviation. According to Mozambique Customs regulations, effective from November 1, 2013, all shipments destined for Mozambique (MAPUTO, BEIRA, NACALA, QUELIMANE) or transiting through these ports to other destinations must apply for an Electronic Cargo Tracking Note. Failure to obtain this BESC will be considered a violation of Chad's cargo import regulations and will result in automatic penalties at the destination port. As per the decree, at least one ECTN/BESC tracking note is required for each Bill of Lading. Without it, the shipment will be deemed in breach of Mozambique’s transport monitoring regulations and will not be able to clear customs smoothly at the destination. Furthermore, there are strict rules regarding late applications: applications submitted after the container arrives at the port will incur substantial fines and may be rejected, leading to severe penalties at the destination. In such cases, the customer will also bear all consequences and liabilities, including delayed cargo delivery and heavy fines.

All cargo destined for Mozambique requires ECTN (BESC) certification. The main ports in Mozambique are:

MAPUTO ECTN, BEIRA ECTN, NACALA ECTN, QUELIMANE ECTN

Note:

The Mozambique ECTN (BESC) certification process is relatively complex, and policy changes frequently occur, sometimes requiring additional documents. Please ensure you use a professional service provider to handle your Mozambique ECTN (BESC) certification. If the certification is processed through a non-compliant company, it may fail customs clearance at the destination port, resulting in heavy fines.
