According to the requirements of the Niger Port Authority, all goods exported to Niger must have an ECTN applied for at the port of loading. Customs clearance at the destination port requires the officially approved ECTN certificate; otherwise, clearance will not be possible and penalties will be imposed.
ECTN is required for Niger ports
Niger ECTN, Niamey ECTN, Niger BESC, Niamey BESC
Note
**The ECTN certificate must be processed before the shipping line issues the original Bill of Lading.
**The approved original ECTN certificate (PDF format) will be emailed to the applicant, who should then forward this original certificate to the consignee at the destination port and the shipping line, etc.

Specific Application Process for Niger BESC/ECTN Certificate:
Required Documents
1. ECTN APPLICATION FORM
2. Scanned copy of the Export Customs Declaration (a compliant pre-entry customs declaration is also acceptable)
3. Packing List & Commercial Invoice for destination customs clearance (The Invoice must show FOB value, freight, insurance (if CIF terms), and trade terms)
4. Scanned copy of the original Bill of Lading (If you need the ECTN number allocated first, you can initially provide a shipping line format B/L with the accurate SHIPPED ON BOARD date)
Application Procedure
1. Send the required documents to our company as specified.
2. Our operations colleague will issue a fee statement based on the application form for your payment arrangement.
3. Our operations staff will review the documents you provided, guide you in revising any non-compliant files, and once the documents are correct, prepare an ECTN DRAFT for your confirmation based on the information provided.
4. After the draft is confirmed, we will apply for the ECTN number allocation as per your request. Once an ECTN number is allocated, the process must be completed within 4 days (calendar days); otherwise, the ECTN will be cancelled, and the fee will not be refunded. Please note that once an ECTN number is allocated, any information changes other than the issue date will incur amendment fees.
We suggest you first verify the ECTN information. After all details are confirmed correct, request the ECTN number allocation based on the time when the original Bill of Lading can be issued, to ensure the ECTN application and approval can be completed within 4 days.
5. Upon receiving the original Bill of Lading, we will upload it to the system and submit it to the destination port approval authority for final review and approval. The normal approval processing time by the destination authority is 2-3 working days.
6. After the ECTN is approved, we will send the approved original ECTN certificate to you via email. You can then forward it to the consignee for customs clearance at the destination port. The ECTN is an electronic cargo tracking note; the original document is a PDF electronic version, and there is no paper certificate.
