Central African Republic – Electronic Cargo Tracking Note (BESC/ECTN)
The Central African Republic, abbreviated as CAR, requires that effective from January 11, 2010 (based on the bill of lading date), all cargo destined for any port in the Central African Republic must obtain an ECTN Number before loading and have it displayed on the bill of lading. When providing the draft bill of lading to the shipping company, the CAR ECTN number must be submitted at the same time.
Which ports require a Central African Republic BESC/ECTN?
Central African Republic BESC/ECTN, Bangui BESC/ECTN

Specific Application Process for CAR BESC/ECTN Certificate
Required Documents
1. Completed ECTN Application Form
2. Scanned copy of the Export Customs Declaration (a compliant customs pre-entry form is also acceptable)
3. Packing List & Commercial Invoice for destination customs clearance (the Invoice must show FOB value, freight, insurance (if CIF terms), and trade terms)
4. Scanned copy of the original Bill of Lading (if you need to allocate the ECTN number first, you may provide a shipping line format B/L with the accurate SHIPPED ON BOARD date)
Application Procedure
1. Send the application documents to our company as per the above requirements.
2. Upon receiving your application documents, we will calculate the ECTN fee for this shipment based on the information provided. After confirming the payment method with you, we will issue a fee breakdown for you to arrange payment. Once payment is made, please provide the payment slip for our finance department to verify receipt.
3. Our operations staff will review the documents you provided and guide you to amend any non-compliant documents. Once the documents are correct, we will prepare an ECTN DRAFT based on your information for your confirmation.
4. After the draft is confirmed, we will apply for the allocation of the ECTN number as per your request. Once the ECTN number is allocated, the process must be completed within 4 days (calendar days); otherwise, the ECTN will be cancelled, and the fee will not be refunded. Please note that once the ECTN number is allocated, any changes to information other than the issue date will incur amendment fees.
We recommend that you first verify the ECTN information. After all information is confirmed as correct, you can then request the allocation of the ECTN number based on the time when the original bill of lading can be issued, to facilitate completing the ECTN application and approval within 4 days.
5. After receiving the original Bill of Lading, we will upload it to the system and submit it to the destination country's approval authority for final review and validation. The normal approval processing time for the destination authority is 2-3 working days.
6. Once the ECTN is approved, we will send the validated original ECTN certificate to you via email. You can then forward it to the consignee for customs clearance at the destination. The ECTN is an electronic cargo tracking note; the original document is in PDF electronic format, and there is no paper certificate.
Regarding Payment and Invoicing
For both domestic and international clients, payment can be made directly in RMB. For foreign currency telegraphic transfers, our company will need to charge additional foreign exchange handling fees and intermediary bank charges.
