Mali – Electronic Cargo Tracking Note (République du Mali - ECTN/BESC)
Mali Electronic Cargo Tracking Note (ECTN), also known in French as Bordereau Electronique de Suivi des Cargaison (BESC) – Republic of Mali.
According to the decrees of the Republic of Mali (25/07/2005 Decree N° 05‐341/P‐RM & 31/12/2008 N° 08‐3718/MET‐MF‐MEIC‐S6), all goods shipped to the Republic of Mali must be accompanied by an Electronic Cargo Tracking Note (ECTN). The ECTN is a mandatory document for customs clearance in Mali. The ECTN number must appear on the Bill of Lading and the Manifest. The ECTN cannot be applied for at the destination port. Failure to obtain this ECTN will be considered a violation of the regulations of the Republic of Mali and will result in severe penalties imposed by the relevant authorities (CMC) at the destination port. The penalty is 5 times the application fee.Failure to process it may result in the shipping line at the port of loading being unable to issue the Bill of Lading, or the consignee at the destination port being unable to clear customs. One ECTN corresponds to one Bill of Lading, and the ECTN details must be consistent with the Bill of Lading.
Note
** The ECTN certificate must be processed before the shipping line issues the original Bill of Lading.
** Once approved and validated, the original ECTN certificate (PDF format) will be emailed to the applicant, who should then forward this original certificate to the destination port consignee and the shipping line, etc.
