Libya - Electronic Cargo Tracking Note (Libya - ECTN/BESC)

Libya CTN/ECTN – Electronic Cargo Tracking Note
Urgent notice on the implementation of the new CTN/ECTN certificate in Libya, NO.: ECTN-21012. Dear customers, for goods shipped to LIBYA, effective from January 1, 2021 (date of arrival at the destination port), the Libyan authorities will begin enforcing the new ECTN regulations. All shipments destined for Tripoli, Misurata, Benghazi in Libya, or transshipped via these ports to other destinations must obtain a BESC/ECTN Electronic Cargo Tracking Note. Failure to apply will be considered a violation of Libyan regulations and will result in severe penalties at the destination port.
Currently, shipping lines MSC and CMA have issued notices reminding all shippers/booking agents that the ECTN number must be provided on the bill of lading draft. The ECTN number must be applied for by the shipper/booking agent! Any liability, risks, or costs arising from incorrect, omitted, or inaccurate numbers shall be borne by the shipper or booking agent.
The Libya ECTN (ELECTRONIC CARGO TRACKING NOTE) is a new import pre-declaration policy implemented by Libyan customs at the destination port, effective from October 1, 2015. According to this regulation, all goods shipped to Libyan ports (such as TRIPOLI) or transshipped via these ports to other destinations must apply for an ECTN. Each bill of lading requires one ECTN certificate, and the ECTN number must be displayed on the bill of lading. A valid ECTN certificate must be provided for customs clearance at the destination port. Failure to provide it will be considered a violation of Libyan customs regulations, resulting in the inability to clear goods normally and the imposition of substantial fines.
The Libya ECTN is an electronic pre-declaration certificate for imported goods, similar to the electronic cargo tracking notes used in most African countries (BSC, BIECT, FERI, BIC, CNCA, ECTN, BESC, ICTN, etc.). Although the names differ, the nature and operational procedures are similar.
Ports requiring Libya ECTN processing:
Tripoli ECTN
Benghazi ECTN
Misurata ECTN
Khoms ECTN
And goods transshipped via Libyan ports to other destinations
**Warning! Very important! Non-compliance will result in substantial fines! Severe consequences may include the inability to clear customs, and the risk of goods being confiscated or lost by customs.

Documents required for Libya ECTN:
1. ECTN APPLICATION FORM
2. Scanned copy of the export customs declaration (a compliant pre-entry customs declaration is also acceptable)
3. Packing List and Commercial Invoice for destination port customs clearance (must show FOB value, freight, insurance (if CIF terms), and trade terms)
4. Scanned copy of the original bill of lading (if you need to allocate the ECTN number first, you may provide a carrier-format bill of lading with the accurate SHIPPED ON BOARD date)
Libya ECTN processing procedure:
1. Send the application documents to our company as per the above requirements.
2. Upon receiving your application documents, we will calculate the ECTN fee for that shipment based on the provided information. After confirming the payment method with you, we will issue a fee breakdown according to the payment method for you to arrange payment. Please provide the payment slip upon completion for verification.
3. Our operations staff will review the documents you provided and guide you in revising any non-compliant documents. Once the documents are correct, we will prepare an ECTN DRAFT based on your information for your confirmation.
4. After the draft is confirmed, we will apply for the allocation of the ECTN number as per your request. Once the ECTN number is allocated, processing must be completed within 4 days (calendar days); otherwise, the ECTN will be cancelled, and the fee will not be refunded. Please note that once the ECTN number is allocated, any changes to information other than the issuance date will incur amendment fees. We recommend that you first verify the ECTN information and, once all details are confirmed correct, request the allocation of the ECTN number based on the time when the original bill of lading can be issued, so that the ECTN application and approval can be completed within 4 days.
5. After receiving the original bill of lading, we will upload it to the system and submit it to the destination port approval authority for review and approval. The normal approval processing time at the destination port authority is 2-3 working days.
6. Once the ECTN is approved, we will send the approved original ECTN certificate to you via email. You can then forward it to the consignee for customs clearance at the destination port. The ECTN is an electronic cargo tracking note; the original document is in PDF electronic format, with no paper certificate.
