Madagascar – Electronic Cargo Tracking Note (The Republic of Madagascar – ACD/ENS/CTN)

Madagascar – Electronic Cargo Tracking Note (The Republic of Madagascar – CTN/ACD/ENS)
In compliance with the International Ship and Port Facility Security (ISPS) Code, Madagascar has implemented an Advance Cargo Declaration (ACD) policy for shipping lines operating import and export services in the country. Both imports and exports will be monitored through the Transport and Terminal Management System (TPMS).
Scope of Madagascar ACD/ENS/CTN:
Tamatave ENS / Toamasina ENS
The Advance Cargo Declaration policy applies to all cargo imported into or exported from Madagascar.
Imports: Effective from December 1, 2015, for all vessels discharging at Madagascar from any origin.
To comply with Madagascar Customs regulations, customers are required to follow the procedures below:
1. Customers must submit an Advance Cargo Declaration in advance. For imports, an Entry Summary Number (ENS) must be obtained.
2. Once the information is submitted, a 13-digit sequence number will be generated. The first two digits represent the current year, followed by the country code and system-generated digits.
Example (for reference only): 15MGXXXXXXXXX (15 = current year, MG = Madagascar, last 9 digits are system-generated)
3. This sequence number must appear on the Bill of Lading. Therefore, customers should accurately fill it in on the Shipping Instruction (SI).
4. This sequence number can be used as: Entry Summary Number (ENS), Cargo Tracking Note (CTN), or Advance Cargo Declaration (ACD).
5. From December 1, 2016, any SI submitted without this sequence number will not be accepted. The SI will be rejected, and the customer will be required to reapply and provide the sequence number.
6. For both exports and imports, the shipping line will submit the advance cargo manifest 24 hours before the vessel departs from the last transshipment port.
