Cameroon – Electronic Cargo Tracking Note (Cameroon – ECTN/BESC)

According to the BURUNDI decree, effective from April 1, 2014, all goods transiting through the ports of Dar es Salaam or Mombasa and then forwarded to Burundi must apply for the BESC (ECTN) electronic cargo tracking note. Failure to apply will be considered a violation of Burundi’s regulations and will result in severe penalties at the destination. To avoid unnecessary fines, export customers are strongly advised to carefully read the following instructions.

Cameroon – Electronic Cargo Tracking Note (ECTN/BESC)

ELECTRONIC CARGO TRACKING NOTE (ECTN), also known as BORDEREAU DE SUIVI DE CARGAISON (BESC) – REPUBLIC OF CAMEROON

In accordance with Decree No. 00557 issued by the Republic of Cameroon on 11/07/2006, all cargo destined for the port of Douala must be covered by an ECTN. Failure to obtain an ECTN will be considered a violation of the regulations of the Republic of Cameroon and will automatically incur severe penalties at the destination port. Non-compliance may result in the shipping line at the port of loading being unable to issue the Bill of Lading, or the consignee at the destination being unable to clear customs.

Applicable port: DOUALA, CAMEROUN – ECTN/BESC

Cameroon ECTN/BESC Certificate Application Process

Required Documents

1. ECTN APPLICATION FORM

2. Draft Bill of Lading (DRAFT B/L COPY)

3. Copy of Commercial Invoice (stamped and signed)

4. Copy of Freight Invoice (stamped and signed), if freight is not included in the commercial invoice (e.g., EXW, FOB terms)

Application Procedure

1. We issue a payment notice to the applicant.

2. Upon receipt of the above documents, we issue a debit note to the applicant.

3. The applicant makes the payment and provides the bank slip. Once we confirm receipt of funds, we arrange to issue the ECTN NO.

4. The applicant provides the ECTN NO. to the shipping line to issue the original Bill of Lading.

5. The applicant provides the final documents so we can issue the original certificate.

Note:

**The ECTN certificate must be processed before the shipping line issues the original Bill of Lading.

**The validated original ECTN certificate (PDF format) will be emailed to the applicant, who should then forward it to the consignee at destination and the shipping line, etc.

**The original tracking note must be completed and issued no later than 18 working days after the vessel’s departure. Once the original certificate is issued, no amendments can be made.

***For cargo transshipped from DOUALA, CAMEROUN to a third country, if the Bill of Lading shows a third-country address or transshipment information, a third-country electronic tracking note can be applied for directly.

****Effective from January 1, 2017, all applications for the Cameroon electronic tracking note must include the TRANSACTION ID and TAX PAYER’S NUMBER; otherwise, the original certificate cannot be issued. These numbers should be provided by the consignee at the destination port.

All shipments must provide these numbers, except for used vehicles, which are exempt.

Example:

Transaction ID no.      : PR000236 (eight characters)

Tax Payer’s no.           : M010700021805Q (fourteen characters)

You may check with the consignee regarding this new requirement. Applications for which an ECTN number has already been provided cannot be cancelled or refunded, and the ECTN number and fees cannot be applied to a different Bill of Lading. Please be advised!

According to instructions from the relevant CNCC authorities, all cargo discharged at the port of Douala and then transported inland to other countries such as CHAD or CENTRAL AFRICA does not require a Cameroon ECTN.

Under the new system requirements, addresses outside of CAMEROON are not permitted in the Consignee field. Therefore, we are unable to prepare the ECTN based on a Consignee address outside Cameroon on the Bill of Lading.

You may check with your importer/consignee at the destination at any time regarding their country’s requirements for ECTN/BESC.
